US citizen married in Philippines on 100% US military disability pension.dependants benefits question,?

I just recently received my 100% US Military disablility pension,last october..Iam now living in philippines with my pregnant wife,since jan 2010,It took forever to get our marriage certificate.and Now that we have it,,can i go to US Embassy in Manila to the veterans or US Military office..and get my wife enrolled in DEERS and her military ID dependants card.. and my married pay added to my monthly pension as well..can all this be done at one visit to the US Embassy or do i have to go somewhere like Clarke AF base or subic ..also does the US Military except or recognize a marriage certificate from NRO here in Philippines..or do i have to be married in USA with USA marriage certificate for her benefits..and whats my best option for the birth of my child..here in philippines as a retired service member on full 100% military disability pension?
