Specific questions about moving to the Philippines?

I have the basic idea of cost, living, what to do, etc. But I dont know how to find a school for teaching me how to be a dive master, or how to bring money over since I cant get a bank account(cashier check?), where to get DSL, or a cell phone.....

I am coming from the USA and want to move to Cebu, or Puerto Galera and go to school. I know school and gear and everything should run about 2 grand, and I am looking at about 400/mo for a 3/4 bedroom house, and its relativley cheap to live out there. Can anyome make a suggestion as to How to bring money over, or even How much should I bring with the stuff I plan on doing?? Or where can I keep it safe??

Also would I need a vehicle since I may not be able to get a school nearby, a bicycle?? Car?? Motorcycle?? I am saving up right now so I am looking for an estimate to save so I can get an idea.
