I suppose most of big buildings in any country are constructed with steel-frame and ferroconcrete (reinforced concrete) as basic materials.
Strength of those constructions doesn't always depend on kind of materials (though seismically isolated structure uses particular dumper). It rather depends on structural design and calculation: for example, amount of iron rods and diameter of pillar.
In Japan those are regulated by laws.
