if my package from philippines to dubai contains some pirated DVDs, should i declare it in the custom's form?
or should i declare that the DVD's are some personal files or personal collections?or should i not declare it and just keep it hidden by lots of packaging tape?

In my opinion, since those DVDs are pirated, better not to declare or mention that you have inserted any in that package, if you'll happen to encounter a strict customs official, he might open it and check what are those dvds. Now if you have some clothing inside the package, rather packed those dvds inside the clothes and better if you have towels packed in.
