what is the best hotel in Manila, Philippines?
affordable rates, good service, accessible
Not sure about the rates as I know mostly 5 star hotels - but try Makati Shangri-La or Edsa Shangri-La, both are located near top malls in the country. Also, Dusit Hotel and Hotel Intercon.
It really depends on what you plan to do in Manila.
