Seriously, there is no one answer to your question. First off, there are mountain resorts and beach resorts. So which resort type?
Tagaytay City and Baguio City are virtually mountain resort cities.
Beach resorts - - - within our 7, 107 island, each one must have a favorite. So I will just mention a few of my favorites:
1. the islands of Batanes. You may want to stay at Fundacion Pacita. Batanes is the most beautiful place not just in the Philippines, but the most beautiful place on earth.
2. Saud Beach Resort in Pagudpud
3. Cabana beach Resort in Bauang, La Union. Also Bali Hai, just next door.
4. San Fabian Beach resort in San Fabian, Pangasinan
5. Fort Ilocandia Hotel and Resort in Laoag, Ilocos Norte
6. Camayan Cove in SBMA, Subic
7. White Rock Hotel and Resort in Subic
8. Anvaya Cove in Morong, Bataan (private, members-only)
9. Caylabne and Puerto Azul in Ternate, Cavite
10. Isla verde in Batangas
11. Punta Fuego in Nasugbu, Batangas (members-only)
12. the beach resorts in Laiya, San Juan, Batangas (Acuatico is the best)
13. Misibis Island off Legazpi City in Bicol
14. the beach resorts in Iba, Zambales. And a new one in Pundaquit, San Antonio (Punta de Uian)

16. Panglao in Bohol
17. Malapascua and Bantayan Island in Cebu

25. Finally, the resort where I am in at the moment (got in yesterday, checking out tomorrow) : Bahia de Baler in Baler, Aurora. It is beautiful, and away from it all. Surfing lessons at only P150 per hour.
