Cebu City Charter Day was declared as Regular Public Holiday, what does it mean?

I am confused about the Regular Holiday to Regular Public Holiday here in the Philippine. Can someone tell me what's the big difference between these two holidays? Please, thank you.

Regular holiday which means it is implemented nationwide ex. may 1 labor day...while what they call as Regular Public Holiday like Cebu City Charter Day pertains to a designated place which only applies for cebu city only not including mandaue city or any other specific place for example....thats my opinion about it....:-)
