(Cebu City) Good hotels...?

So I am traveling to the Philippines for the first time with my wife, and mother in law (from the Philippines originally). My mother in law is going to get some surgery done on her gall bladder, and some other minor dentistry work done.

I was wondering if anybody knew a reasonably priced (by local standards) hotel in Cebu City. Not too posh, but not too dirty since my mother in law will be recovering from surgery. Also, closer to the beach or to a spa might be nice.

Any help is appreciated.
My mother-in-law had mentioned a pension house, what is that exactly?

Also, I have travel insurance through Priceline where I booked the tickets which covers cancellations, emergency evacuation, medical issues, death, and baggage, but that is it
